Beyond Grey-Zone Warfare: Contested Connectivity and Node-State Resilience in the Taiwan Strait

Abstract
Contemporary strategic competition increasingly revolves around efforts to shape the networks that organize economic exchange, technological development, diplomatic engagement, and information flows. Within the current global polycrisis, prevailing analyses—particularly within the grey-zone warfare literature—focus primarily on how states operate below the threshold of military conflict rather than on the systemic structures through which influence, dependence, and vulnerability are produced. This paper develops the concept of contested connectivity as a framework for analyzing struggles to control, disrupt, diversify, or reinforce the network relationships that underpin modern interdependence. Rather than focusing on coercive methods alone, contested connectivity directs analytical attention to the network architectures through which strategic effects are generated. The Taiwan Strait provides a critical case study for this framework. From this perspective, China’s multi-domain pressure campaign is best understood as a strategy of strategic isolation aimed at restructuring patterns of interdependence to increase Taiwan’s vulnerability and reduce its strategic autonomy. This paper argues that under conditions of contested connectivity, sovereign autonomy depends less on traditional territorial control than on node-state resilience. A node state is an actor whose strategic significance derives from its capacity to function as a critical connector within wider global networks. Node-state resilience refers to the ability to sustain and defend that connective role under conditions of coercive pressure. Drawing on Amitav Acharya’s concept of structural multiplexity and Qin Yaqing’s theory of relationality, this study demonstrates that cross-Strait competition is a simultaneous struggle over material infrastructures and the relationships that sustain access, legitimacy, and influence. While Beijing seeks to exploit asymmetries of interdependence, Taiwan counters by broadening, deepening, and diversifying its external network embeddedness. To explain this dynamic, the paper operationalises node-state resilience through a four-dimensional framework: structural multiplexing, network path multiplication, internal node hardening, and external network embedding. Together, these mechanisms enhance a state’s capacity to absorb systemic disruption, adapt to coercion, and maintain strategic agency. By shifting attention from grey-zone tactics to network structures, this framework offers a novel approach to understanding strategic competition in the Indo-Pacific, with broader implications for Australia and other strategically exposed states.
